  Microsoft assures the European Union that it will make its file format for storing documents compatible with that of rivals. Rivals IBM, Nokia, Sun, RealNetworks and Oracle call the pledge "underwhelming" and the EU "takes note of Microsoft's announcement." Is this a case of fool me once, shame on you, fool me twice ... ?
