  The motion picture and recording industries muscled the Los Angeles County politicos to adopt an ordinance declaring piracy a 'public nuisance.' The ordinance was based on inflated financial figures. The measure's key backer received thousands of dollars in campaign contributions from the entertainment industry as well.
